Is the JR Pass Worth It? The Break-Even Sums, and Why to Buy It From JR

From 1 October 2026 the Japan Rail Pass costs more from overseas agents but not on JR's own website. A 7-day pass is JPY 50,000 there, and a Tokyo, Kyoto, Hiroshima and Osaka loop only just covers it.

The Japan Rail Pass gives unlimited travel on most JR trains for 7, 14 or 21 consecutive days. For decades it was the default advice for a first trip to Japan. Since the October 2023 price rise it is no longer an automatic saving, and from 1 October 2026 the price depends on where you buy it.

Where to buy it: JR’s own site is now cheaper

The JR Group announced on 9 April 2026 that pass prices would rise “For purchases made on or after October 1, 2026”, with one exception: “prices via the online purchasing service will remain unchanged for a limited time”. That service is JR’s own booking site, JAPAN RAIL PASS Reservation.

Green, 14 daysJPY 110,000JPY 116,000
Green, 21 daysJPY 140,000JPY 147,000

These are adult prices. A child aged 6 to 11 pays half or close to it: JPY 25,000 online for 7 days, JPY 27,000 from an agent.

The freeze has no end date. JR says only: “We will announce the end of this price-freeze period for our online purchasing service as soon as it is decided.” If you are buying, buy online, and do not assume the online price will still be JPY 50,000 next year.

Refunds also favour the official site. JR’s conditions allow a refund only before the pass’s start date, and the fee depends on where you bought it: JPY 560 for an online purchase, 10% of the price for a pass bought as an agent’s Exchange Order.

The sums: when does JPY 50,000 pay for itself?

Price your actual itinerary on ordinary tickets and compare the total with the pass. The fares below are standard adult fares for a reserved ordinary seat on the Shinkansen in the regular season. The Tokaido and Sanyo figures are worked from JR Central’s published fare and surcharge tables dated 1 April 2025, the latest we found. Each one matches JR Central’s own online price plus a fixed JPY 200, and peak and off-peak seasons move them by about JPY 200 either way.

  • Tokyo and Kyoto, there and back. Two Hikari tickets are JPY 27,700. The 7-day pass is JPY 50,000, so the pass costs you JPY 22,300 more. This is the most common first trip, and it is the one the pass does not suit.
  • Tokyo and Osaka return, with a return day trip from Osaka to Hiroshima. JPY 14,400 twice plus JPY 10,420 twice is JPY 49,640, still under the pass price before any local trains.
  • A loop inside seven days: Tokyo to Kyoto, Kyoto to Hiroshima, Hiroshima to Osaka, Osaka back to Tokyo. The four Shinkansen legs come to JPY 49,970. Add the Narita Express into Tokyo on arrival and it is JPY 53,110. The pass bought online saves you about JPY 3,110. Bought from an agent at JPY 53,000, it saves JPY 110, which is nothing.

A 7-day pass needs roughly the whole length of Honshu’s main line inside a week to pay. It pays more easily if you add routes beyond this table, which is how most people who come out ahead use it, and less easily if you slow down.

The cheaper split for Kansai and Hiroshima

For the loop there is a better answer than either the pass or single tickets. JR West sells a Kansai-Hiroshima Area Pass for JPY 17,000 for 5 consecutive days. It covers reserved seats on the Sanyo Shinkansen between Shin-Osaka and Hiroshima, the HARUKA airport express and local JR lines in the Kansai area.

Buy Tokyo to Kyoto and Shin-Osaka to Tokyo as ordinary tickets, JPY 28,250, and cover the Kyoto, Hiroshima and Osaka days with the area pass. The same loop then costs JPY 45,250, which is JPY 4,750 less than the national pass bought online. JR West’s page says its prices are “current as of August 1, 2024”, so check the current figure before you commit.

The rules that change the answer

Nozomi and Mizuho are not included. JR’s page on what the pass covers says it “is not valid for any seats, reserved or non-reserved, on “NOZOMI” and “MIZUHO” trains” on the Tokaido, Sanyo and Kyushu Shinkansen. Pass holders can ride them only with a separate supplement ticket for each journey: JPY 4,960 from Tokyo to Kyoto or Shin-Osaka, JPY 6,500 to Hiroshima and JPY 8,140 to Hakata. The pass works on Hikari and Kodama, which cover the same line more slowly.

Temporary visitors only, and the stamp matters. You must be in Japan as a foreign tourist with “Temporary Visitor” status. JR says a pass bought online or as an Exchange Order cannot be picked up or exchanged without that status, and the stamp is how you show it. Japan’s automated arrival gates do not stamp passports, and the pass site warns: “When you use an automated gate at the airport, no stamp/sticker will be stamped or put on your passport.” Its advice is to use a staffed gate or ask for a sticker.

JR only. Private railways need their own tickets, including the private sections of routes to Nikko and Mount Fuji. JR’s highway buses are excluded too.

Seats can run out even with a pass. JR warns that reserved-seat tickets may not be available “even when there are open seats due to limits on the number of reserved seats”. In a busy season, book the long legs as soon as your pass allows.

Should you buy it

Price the route you will actually take on single tickets and compare. If it comes to well under JPY 50,000, as a Tokyo and Kyoto trip does, skip the pass. If it is close, look at the JR regional passes and what each costs for the part of the trip outside Tokyo before you buy the national one. If the national pass wins, buy it on JR’s own site while the online price holds.

Two more things to settle before you go: what Visit Japan Web asks for before you land, and whether any medication you carry needs paperwork at Japanese customs.

If Osaka is on the route, settle Universal Studios Japan’s dated ticket prices and its Nintendo area rule before you pick the day.
