Bali Entry Requirements: Visa on Arrival, Arrival Card and Levy

Most passports get a 30-day visa on arrival for IDR 500,000, extendable once. Before you land you also file the All Indonesia arrival card and pay Bali's IDR 150,000 tourist levy.

Bali has no visa of its own. Most visitors arrive at Ngurah Rai on Indonesia’s visa on arrival, then need an online arrival card and pay a provincial tourist levy. Every figure below was read on official pages on 7 October 2026.

Who can get a visa on arrival

Eligibility is by passport. Immigration publishes the list in three versions that do not match:

  • The English FAQ on imigrasi.go.id has 97 countries, with the United States at number 3.
  • The Indonesian-language “VoA Subject List” also has 97 but swaps Macau and San Marino for Azerbaijan and Mauritius.
  • The e-Visa portal has 87 and leaves out Armenia, Guatemala, Kenya, Macao, Mongolia, Mozambique, Papua New Guinea, Rwanda, Tanzania and Venezuela.

The United States, United Kingdom, Canada, Australia, New Zealand, Germany, France, Japan, South Korea, China and India are on all three. Bangladesh, Nepal, Pakistan and Sri Lanka are on none. If your country sits in a gap, confirm with an Indonesian embassy before relying on either list. The e-Visa portal also excludes holders of travel documents other than a passport, such as emergency or temporary passports.

If your passport is not eligible, apply for the C1 tourist visa on evisa.imigrasi.go.id. Immigration’s C1 page puts it at IDR 1,000,000 for a first stay of up to 60 days, extendable to 180.

Visa exempt entry

Immigration’s A1 page describes a visa exemption: single entry, up to 30 days from arrival, IDR 0, and “You can’t extend this stay permit.” You show a passport valid for at least six months and an onward ticket at the counter, or apply beforehand on evisa.imigrasi.go.id for an electronic entry sign.

The eligible list is published only in Indonesian, as the “Free Visa Subject List”. It names Brunei, Malaysia, Thailand, Vietnam, the Philippines, Cambodia, Singapore, Myanmar, Laos, Timor Leste, Suriname, Colombia, Hong Kong, Turkiye, Brazil, Peru, Kazakhstan, Macau and Belarus. The portal’s home page advertises a “Visa Exemption for ASEAN Foreigner”. Several of those countries also appear on the visa on arrival lists, and the pages do not say which applies, so check with an embassy if you hold one of those passports.

What the visa on arrival costs and allows

Immigration’s B1 page reads “Visa B1 cost IDR 500,000 (for 30 days)”. Online applicants also pay a service fee, in the portal’s words “to cover the cost of international operations”, plus whatever your card issuer charges.

Thirty days and ninety days are both correct. The stay is 30 days from the arrival date. The visa is valid for 90 days from issue, which is the deadline to use it by. It is single entry.

One extension. The B1 page says “You can extend this stay permit one time for another 30 days.” An e-VOA holder extends online through evisa.imigrasi.go.id, and a counter holder at the nearest immigration office. No price is stated for it. Immigration’s fee schedule lists a visitor’s stay permit of up to 30 days at Rp 500.000 without labelling it as the extension, so confirm the amount in the extension flow.

Passport validity. The e-Visa portal counts six months “from the date of your arrival”, while the B1 page counts from the date you apply. Six months left on your arrival date satisfies both.

Online before you fly, or at the Ngurah Rai counter

The B1 page describes three routes, all at the same visa fee:

  1. Apply and pay online. On evisa.imigrasi.go.id, upload your passport biodata page and a photo (JPG, JPEG or PNG, 200 KB each) and pay by card. The e-VOA is emailed within one day. The portal says you can apply 14 days before travel and advises at least 48 hours.
  2. Apply online, pay on arrival. File online, pay through SIMPONI, and collect the e-VOA at the visa counter.
  3. Apply and pay at the airport. Pay at a designated bank counter in the immigration inspection area, take the voucher to the visa on arrival counter, and receive a sticker.

Ngurah Rai is on immigration’s list of entry points for e-VOA holders, as are the Bali seaports of Benoa, Celukan Bawang and Padang Bai. Each traveller needs a separate visa, children included, though the portal’s home page says one application “can be done simultaneously for 5 people”.

The online route is not required. If you would rather hand the form over, VisaHQ sells a paid filing service for the Indonesian visa on arrival. The official portal is cheaper.

The arrival card: All Indonesia

The arrival card is separate from the visa, and a visa or an exemption does not replace it. The e-Visa portal states: “All travellers are required to submit an arrival card within 3 (three) days prior arrival in Indonesia”.

File it on allindonesia.imigrasi.go.id and choose Foreign Visitor. It has four steps: personal information, travel details, transport and address, and a declaration. None of the immigration pages we read states a fee for it.

The customs declaration is in the same system. Customs’ e-CD site sends air and sea arrivals to All Indonesia and land arrivals to its own form. Customs says its electronic declaration opens two days before arrival, a day narrower than the card, so filing in the final two days satisfies both. Customs lists a duty free allowance of USD 500 of personal goods per person per arrival, one litre of alcohol for adults 21 and over, and 200 cigarettes. Bali’s tourist levy

This is the one requirement Bali sets itself. Love Bali, the provincial government’s site, lists the foreign tourist levy at IDR 150,000 per person under Bali Provincial Regulation Number 2 of 2025. Its FAQ says “The levy is paid only 1 (one) time while traveling in Bali, before the person leaves the territory of the Republic of Indonesia.”

How to pay. Pay online at lovebali.baliprov.go.id before entering Bali, at the counters at Bali’s airport and ports, or at registered endpoints such as hotels. The FAQ strongly encourages paying before you leave. Payment is cashless: Visa, Mastercard, American Express, JCB, bank transfer, virtual account, UnionPay or QRIS. A QR levy voucher is emailed to you.

It applies to “Every international tourist who travels to Bali and do tourist activities”. Exempt are diplomatic and official visa holders, transport crew, KITAS and KITAP holders, and family unification and student visa holders. Golden Visa and some other visa holders must apply for exemption through Love Bali.

If the payment fails

The portal takes only Mastercard, Visa or JCB, with 3D Secure and international transactions enabled, and gives you 120 minutes from the confirmation page. “The card is not required to be under your name”.

Immigration’s FAQ says to check the balance and card type, contact your bank, and if problems continue, email care@finnet.id. The portal says for suspended transactions to contact visa@imigrasi.go.id or evoa@imigrasi.go.id, and “Please do not create a new request or make a new payment unless otherwise advised.” If you have no eligible card, or payment keeps failing with a flight close, a paid agent such as VisaHQ can file the application on your behalf.

What overstaying costs

The portal’s FAQ states: “If you overstay your visa, you might be asked to pay fines of IDR 1,000,000 per day, detained, deported, and/or banned future travel to Indonesia for a specific period.” A 31-night booking on a 30-day stay is an overstay on the last night. Corrections

18 September 2026. This page carried a section headed “The fee, the stay length and the extension terms are all missing”, stating that the portal publishes none of the three. Two of them are published on evisa.imigrasi.go.id/front/info/evoa, a subpage of the portal cited at the foot of this page: the fee is IDR 500,000 and the stay is 30 days from the arrival date. Only the extension is unpriced.

That section also carried an affiliate link, argued on the basis that a paid service was the only way to get a figure. The figure is published and free, so the link has been rebased onto the payment restrictions, which are real and which we have quoted.

7 October 2026. Four statements on the earlier version of this page were wrong or incomplete.

  • It said Bali sets none of the entry rules. The Bali provincial government charges a foreign tourist levy of IDR 150,000.
  • It said a failed payment was between you and your bank and that immigration would not resolve it. The immigration FAQ names a Finnet contact after the bank, and the portal names a support desk and asks you not to pay again unless advised.
  • It described six months from arrival as the single passport rule. Immigration’s B1 page counts from the date you apply.
  • It said the extension was not priced anywhere. The visa pages still do not price it, but immigration’s fee schedule lists a 30 day visitor’s stay permit at Rp 500.000.
